The farmed salmon industry is concentrated, highly developed, and major producers are mostly public companies.  The shrimp industry is fragmented, made up of many smaller producers, and has far more global production sites.
 
Yet Farmed Salmon prices are far more volatile than shrimp.  This year, for the third time since 2010, fresh salmon fillet prices have soared by more than 60% in a few short months.  In 2016, prices rose over 60% from last November until July...

Russia and China Sign Agreement on Controlling IUU Crab Sales to Chinese Market

Russia and China have signed an agreement on the supplies of Russian crab to the Chinese market, according to recent statements of Alexander Dyaplyakov, President of the Association of Crab Producers of the Far East.

According to Dyaplyakov, this is a historical agreement, signed between the two countries in the field of crab business, as, to date, exports of Russian crab to China have taken place mostly illegally.

So far, the Russian Rosrybolovstvo has started talks with the Chinese government and has completed a list of companies, that will be able to export crabs to China.

It is planned that signing of an agreement will help to solve a problem of crab poaching

NOAA Reopens Comment on Proposed Gulf of Alaska Groundfish Management Program

NOAA Fisheries and the North Pacific Fishery Management Council are expanding  the scope of an Environmental Impact Statement (EIS) for a new bycatch management program for Gulf of Alaska trawl groundfish fisheries, and want to hear from you.
 
The new bycatch management program would provide participants with incentives to effectively manage and reduce Chinook salmon and Pacific halibut bycatch, and promote increased use of groundfish harvested in the Gulf of Alaska.

At the Council meeting in Kodiak last June, the Council identified an overarching goal and objective for the proposed bycatch management program to minimize economic barriers for new participants and maintain opportunities for entry into the trawl groundfish fisheries by limiting the type and duration of exclusive harvest privileges that may be allocated under the proposed bycatch management program....

This week’s decision by Marine Harvest Chile’s to leave salmon association SalmonChile will damage the entire industry’s ability to improve fish farming regulations the group’s President Felipe Sandoval said.

Marine Harvest to Leave SalmonChile Over Disagreements on Regulations, Harvest Limits

Per-Roar Gjerde, General Manager of Marine Harvest Chile, announced that Marine Harvest will withdraw its membership from SalmonChile over disagreements on how salmon farming should be regulated.

 
SalmonChile has argued that current government harvest limits are too low, and wants more flexibility to increase density.  They have also opposed a court order to report on antibiotic use by individual companies.
 
"Marine Harvest and SalmonChile disagree on how this important sector of the Chilean industry must move forward and improve in the future. Therefore, it is better for both sides to finish our membership," said Gjerde.
 
Gerdje said they had discussed their proposals on several occasions with SalmonChile...

Peru Likely to Close Anchovy Fishing, Leave Half the Quota in the Water as Reproduction Cycle Starts

Peru’s commercial anchovy landings for the first fishing season of 2016 are at about the halfway point of the allowable quota but the fishery has now entered its reproduction stage, which is likely to force an early closure.

Reports from Peru’s Ministry of Production (IMARPE) say 850,000 metric tons of Peru’s commercial 1.8 million metric allowable anchovy catch have been landed.

The season started on July 1 after a stock assessment showed the fishery’s biomass at 7.28 million metric tons. That figure was roughly 65 percent higher from the biomass at the beginning of May and 14 percent above the historical average between 1994 and 2015...

Guolian Credits Better Shrimp Sales to US and Chinese Markets for Swing to Profitability in 2016

Rhode Island seafood distributor Southstream Seafoods was named Captain Ds’ Vendor of the Year last week.

This is the first time Southstream was honored with the distinction by Captain D’s. Southstream has been a supplier to the major seafood chain for over 15 years.  The company supplies over 500 Captain D’s stores with dusted pollock and it is also the chain’s sole flounder provider.

Southstream’s President Mark Soderstrom said the award was unexpected.

Chile's Los Lagos Salmon Producers Say China is Only Market to See Real Growth in May

China is becoming a more important market for Chile Salmon producers.  An example of this is contained in the latest (May) export report for the region of Los Lagos (region X).  Although China's purchases are still small in total volume, they are up 260%, vs declines for the US, Japan, and Brazil.

The United States accounted for 42.1% of total exports in salmon (US $ 83.7 million), decreasing the value of its shipments by 5.7% in twelve months.  Japan accounted for 10.2% of salmon exports, decreasing 25.8%.   These year on year declines are mainly due to the decrease in export volume both countries.

Gulf Shrimp Landings Up Sharply YTD But is Short On Brown and Smaller Sized Varieties

Shrimp landings out of the Gulf of Mexico through June are up sharply compared to last year’s figures but buyers and processors indicate that the catch is lacking in several key market sizes and shrimp types.

Through June, Gulf landings are up 18 percent from last year at 35.2 million pounds. Landings out of key producing states Louisiana and Texas were each higher from monthly figures compared to last year.

However, federal landing statistics do not break down the haul by type or size. This is where reports suggest several issues with the haul that are impacting the markets...

Bristol Bay Reaches and Exceeds ADF&G Pre-Season Forecast

As of two days ago, the total run (catch and escapement) of Bristol Bay sockeye had reached 45,964,457 salmon, so it’s a safe bet that the Alaska Department of Fish & Game’s forecasted 46.55 million has been met by now.

Cumulative catches of all five river systems in the Bay last Wednesday were 34,744,736 salmon, far above the forecasted 29.52 million catch prediction. Escapement totals as of Wednesday, however, were below the 15.31 million salmon predicted, at 11,219,721 salmon. Those escapement totals will have increased by today and could exceed the forecast yet.

The University of Washington’s Fisheries Research Institute's (FRI) forecast for the run was 50.9 million fish, slightly larger than ADF&G's and the second biggest by FRI. The main difference between the two forecasts was FRI estimates more 2.2 age class sockeye...

Aleutian Golden King Crab Fishery Opens August 1

Alaska’s Department of Fish and Game announced August 1 as the opening date for the golden king crab season in the Aleutian Islands.  Catch limit for the 2016-17 season is a combined total of 5.545 million pounds.

Aleutian Islands golden king crab are managed east and west of 174° W longitude with a separate total allowable catch (TAC) for each area. East of 174° W the TAC for individual quota (IFQ) holders is 2.979 million pounds and 331,000 for community development quota (CDQ). West of the line the TAC is 2,011,500 pounds for IFQ and 223,500 for the Adak Community Allocation (ACA).

The season opens at noon on August 1 and will close on April 30, 2017.

Catcher-only vessels are required to carry an observer for 50% (by weight) of their harvested golden king crab during each of three trimesters (August 1 to October 31, November 1 to January 31, and February 1 to April 30). Catcher-processor vessels are required to carry an observer for 100% of all fishing activity...

Workshop Urges India's Shrimp Farmers to Modernize Operations to Defend Against EMS, Other Diseases

A workshop held by India's Central Institute of Brackishwater Aquaculture urged the country's farmed shrimp industry to adopt safety protocols to reduce and control the threat of shrimp EMS and other diseases among operators.  

The national consultation on EMS was held in Indian Council of Agricultural Research (ICAR)-Central Institute of Brackishwater Aquaculture (CIBA), Chennai, Tamil Nadu state.

Till today, India has an EMS free status, the workshop was conducted to develop a National Action Plan to prevent the possible introduction of the bacterial pathogen causing EMS to India...

Chile Salmon Output Falls 24% to 650,000 tons; May go Lower As New Regulations Implemented 

Chile announced new regulations that will reduce fish densities in salmon pens by 27 percent in a move that is expected to cut Chilean salmon output permanently. Chilean salmon production this year is already projected to fall to its lowest level since 2011 because of a severe algae bloom that ravaged major producing sites in March and April. But the density regulations prompted Marine Harvest to withdraw from Chile's major salmon association SalmonChile. The company said the measures are not enough to make the industry more sustainable. "The industry really needs predictable, sustainable regulations ... the regulation that is coming does not go in the right direction," said Marine Harvest Chile's Managing Director Per-Roar Gjerde. The company said it wants a stricter mandate to cap Chile's overall salmon production at 400,000 metric tons annually.

The Baffin Fisheries Coalition, the largest harvester of shrimp in Canada's North, is leaving the Nunavut Offshore Allocation Holders Association (NOAHA) — the organization that represents the territory's offshore fishing industry. Baffin is leaving the Association after the Nunavut Wildlife Management Board said it will take a 30 percent portion of Baffin's Northern Shrimp quota in the Nunavut Settlement Area and give it to a competitor, Qikiqtaaluk Corporation, for the next two years. "We were not able to agree because some members of NOAHA are benefiting from our reduction so it was sort of going nowhere," said Methuselah Kunuk, vice-president of the Coalition. "I wish them good luck, but I think we can have more of a voice without them."

In other news, Former Federal Fisheries Minister Hunter Tootoo completed his treatment for alcohol addiction, his office said in a statement Monday.  “After completing my treatment for alcohol addiction, I wish to invite my constituents to an open house where I will be available to address their concerns as I resume my duties as their member of Parliament," TooToo said in the official statement. Officials in the Prime Minister's Office declined to comment on Tootoo's anticipated return to work.

Meanwhile, reports from Peru’s Ministry of Production (IMARPE) say 850,000 metric tons of Peru’s commercial 1.8 million metric allowable anchovy catch have been landed. However, data indicates that the fishery has entered its reproductive cycle, which should force a closure as per the fishery's management plan.

Finally, federal prosecutors dismissed conspiracy charges against Debra Messier, the longtime bookkeeper for Carlos Rafael. The motion likely clears Messier of potential penalties — pending a judge's ruling — ahead of Rafael’s federal trial, slated for January 2017 at U.S. District Court in Boston. Prosecutors said Monday’s dismissal motion was filed “in the interests of justice.”

F/V Alaska Juris Sinks Near Kiska Island, All 46 Crew Rescued

The F/V Alaska Juris, a 220-foot catcher processor owned by Fishing Company of Alaska, was abandoned yesterday as it began taking on water on Petrel Bank in the Western Aleutians.

All 46 crew members put on survival suits and boarded three life rafts, after the crew could not control flooding in the vessel, which may have started with mechanical problems in the engine room.

The Coast Guard sent helicopters, and called for vessels in the area to steam to assist.  The first to arrive were two cargo ships, the Norwegian-flagged bulk cargo carrier Spar Canis recovered 28 people from two lift rafts, which were secured to the vessel to keep them from drifting.

The third life raft, with 18 occupants, could not secure a line and drifted away. All 18 occupants were picked up by the German-flagged container ship Vienna Express.

The Coast Guard diverted the cutter Midgett and dispatched two C-130 transport planes and two helicopters from Kodiak to the site of the sinking ship.  One C-130 monitored the rescue situation overhead. Photos show the vessel listing to port...

NFWF Announces $1.19 Million in Grants to Support Sustainable Fisheries in the U.S.

Washington D.C. — Last month the National Fish and Wildlife Foundation (NFWF)  announced the sixth round of grant awards from its Fisheries Innovation Fund, a program launched in 2010 to foster innovations that support sustainable fisheries in the United States. 

The 11 grants for 2016 total $1.19 million, and will be matched by over $1.3 million in additional support from the grantees, for a total conservation impact of more than $2.5 million. Altogether, the grants will support conservation work in 15 states: Alabama, Alaska, California, Connecticut, Hawaii, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New York, Oregon, Rhode Island, Virginia and Washington.

In the North Pacific, the Bristol Bay region won $114,450 to expand marketing opportunities for salmon through Fiar Trade Certificaiton. Alaska Marine Conservation Council was granted $105,000 to build the Alaska Young Fishermen's Network. The Alaska Sustainabile Fisheries Trust won $150,000 to remove barriers for younger fishermen to enter the Gulf of Alaska groundifsh fishery.

In the Western Pacific, $82,000 was given to Oceanic Libra/Kula Lawaia to preserve traditional fishing practices in Hawaii.

Along the Pacific Coast, the Monterey Bay Fisheries Trust won $60,000 to develop a fish hub for Monterey in central California. San Diego's Scripps Institute of Oceanograph won $118,000 to "develop a progressive curriculum of classwork and on-the-water training for students and recruit veteran fishermen...

The Gulf of Mexico Fishery Management Council finalized an extension on a moratorium from issuing commercial shrimp fishing permits in the Gulf to 2026.

The Amendment17A rule will take effect on August 22 and is an extension to a ten year ban that was originally entered in the region’s commercial Shrimp Fishery Management Plan in October 2006 and was slated to expire this fall.

Chile's salmon producers used the highest amount of antibiotics per kg of salmon produced since 2007 during 2015, according to a report published by Sernapesca responding to a court order, instigated by Oceana. 
 
Sernapesca had published an annual report with the aggregate levels, but in June of this year, they published a detailed breakdown of antibiotic usage by company and growing area.
 
This is what is being objected to by Salmon Chile.  The director of Sernapesca José Miguel Burgos said "There is growing concern from the public regarding the production processes of this industry, and it seems important to respond to this interest with the utmost transparency."

Indonesia's Squid Shipments to China Up 132%

Indonesia’s seafood exports to the Chinese market are up sharply in value this year mostly driven by higher squid shipments.

Through April, Indonesia’s seafood shipments to China are up 46.5 percent by value to US$112.31 million. The figure accounts for about 5 percent of China’s imported seafood value, which makes Indonesia the fifth largest seafood exporter to the market.

Squid shipments are credited for the increase this year. Indonesia’s squid shipments are up over 132 percent compared to the first four months in 2015. Indonesia now accounts for over 47 percent of China’s total squid imports and the largest supplier to the market.

Chinese Tilapia Prices on the Rise in July as Wet Weather Slows Growth, Stalls Plantings

A decline in China’s tilapia supply has most prices in the market are on the rise in July and trending higher compared to levels from the same time a year ago.

As of July 18, China’s tilapia price index for smaller sized fish was up about 4 percent from the week prior and trending just slightly under levels from last year at this time.

NOAA Asks for Fisheries Proposals, Has $10 Million in S-K Funding

Last week NOAA Fisheries announced approximately $10 million available to support fisheries projects through the 2017 Saltonstall-Kennedy (SK) Grant competition. 

The solicitation for proposals opened on Grants.gov on July 22, 2016, and will close on December 9, 2016. 

New for this solicitation is the requirement to submit a pre-proposal in advance of a full proposal submission.  The pre-proposal process is intended to provide an indication to potential applicants of the technical merit and the relevancy of the proposed project to the SK program before preparing a full proposal.

Pre-proposals for the 2017 SK solicitation are due on September 20, 2016, and should be sent via email to NMFS.SK.PreProposals@noaa.gov.

The goal of the SK program is to fund projects that address the needs of fishing communities

AquaBounty Testing Market Potential of its GM Salmon in Brazil and Argentina 

AquaBounty Technologies has initiated field trials of its AquaAdvantage genetically modified salmon in Brazil and Argentina. The company announced the trials at the same time that it reported its net losses in the first half of this year widened compared to the same period last year. Despite the losses, AquaBounty says the market opportunity for its fish is strong especially given the current state of farmed Atlantic salmon prodiction around the world. "We are making the necessary preparations for the commercial launch of our product and we look forward to bringing our more sustainably produced salmon to consumers, with the assurance that it is nutritious, safe and healthy,” said chief executive Ron Stotish.

This year, for the third time since 2010, fresh salmon fillet prices have soared by more than 60% last November until July. This exceptional volatility is the result of a severe shock to supplies out of Chile in the early half of 2016. Compared to the shrimp price shock triggered by EMS in 2013, the salmon market volatility has been far worse because farmed salmon is overwhelmingly sold as a fresh product with large scale continuous harvesting and delivery. When something disrupts this flow, the market reacts quickly. Shrimp, by contrast, is a frozen item. Buyers come into the market when they need product, and when they think they can pay a reasonable price.

In other news, Russia and China have signed an agreement to control the sale of IUU crab into the Chinese market. Russian fishery officials have already started talks with the Chinese government and have completed a list of companies that will be able to export crabs to China. Russia also has plans to continue talks with other Asian Pacific states to establish a Coordination Center to tackle IUU fishing across the region, wich could be signed as early as 2017.

Meanwhile, NOAA Fisheries and the North Pacific Fishery Management Council are expanding the scope of an Environmental Impact Statement (EIS) for a new bycatch management program for Gulf of Alaska trawl groundfish fisheries. The program would provide participants with incentives to effectively manage and reduce Chinook salmon and Pacific halibut bycatch, and promote increased use of groundfish harvested in the Gulf of Alaska. NOAA has reopened a public comment period until September for stakeholders to weigh in on the proposal.

Finally, the Chesapeake Bay blue crab season is off to a good start according to the region's fishermen. The reports confirm survey estimates from this past winter that said there were 553 million blue crabs in the Bay, a 35 percent increase from last year’s tally and the highest population in four years. Robert T. Brown, president of the Maryland Watermen’s Association, says he’s been getting good reports on crabbing size and harvest all over the Chesapeake.

LeBlanc Says Newfoundland's Inshore Harvesters Will Be First to Get Northern Cod Allocations 

Canada's Federal Fishery Minister Dominic LeBlanc said Newfoundland's inshore harvesters will be allocated Northern cod quota. The Minister made the cod quota assurance during a meeting this week with members of Newfoundland's Fish, Food and Allied Worker's (FFAW) Union. He said the Liberal Party is committed to ensuring the first 115,000 metric tons of Northern cod is allocated to the inshore fleet. He also stood by the government's commitment to increase strict enforcement of the Owner Operator policy. "We look forward to continuing to work with Minister LeBlanc to ensure the benefits of the resources on the doorstep go back to coastal communities", said FFAW President Kieth Sullivan. "We are optimistic, given his track record since taking on the portfolio, that the Minister will take swift action to address the challenges facing harvesters and plant workers in the province."

SalmonChile President Felipe Sandoval said Marine Harvest Chile's decision to leave the association will damage the entire industry’s ability to improve salmon farming regulations across Chile. "More than ever, the industry needs to be united and committed to the future of the sector. These individual decisions are regrettable and will damage the work in various fields, not only in regulatory but also for social and environmental issues, where we are making an effort to implement new policies of transparency,” Sandoval said. The statement was a reaction to Marine Harvest’s announcement that it would pull out of SalmonChile after federal fishery officials permanently cut pen densities 27 percent this week.

In other news, the F/V Alaska Juris, a 220-foot catcher processor owned by Fishing Company of Alaska, was abandoned yesterday as it began taking on water on Petrel Bank in the Western Aleutians. All 46 crew members were rescued by Good Samaritan vessels after they put on survival suits and boarded three life rafts. The crew could not control flooding in the vessel, which may have started with mechanical problems in the engine room. This is not the first time the 41-year-old vessel has encountered trouble in recent years, nor is it the first sinking for the Fishing Company of Alaska. The incident is being closely monitored by the Alaska Dept. of Environmental Conservation office in Adak.

Meanwhile, the final outcome of China Fishery Group's bankruptcy proceedings will largely depend on what the company is able to get by selling off the assets to its Peruvian fishmeal operations. The group told investors on July 21 that bids for those operations-- its single most valuable asset -- peg the business at about half the $1.7 billion valuation it received last year. “The recovery prospects ultimately hinge on whether China Fishery is able to sell the Peruvian assets,” Yee Man Chin, primary analyst at Fitch Ratings in Hong Kong. “The company has gone into bankruptcy protection and they haven’t been able to provide any update on the sale of the assets, so there is a huge amount of uncertainty as to whether it will ultimately happen.”

Finally, the United Food and Commercial Workers confirmed that The Barry Group will not open its shrimp processing plant in Clarenville, Newfoundland. The facility's closure is being blamed on the recent cuts to the province's Northern shrimp quota. It appears the Barry Group will process all of its shrimp at its other plant in Anchor Point on the Northern Peninsula. The Clarenville plant employs over 100 workers in the region.
